Program Goal: The focus of the proposed Up-skilling Program will be on using the ADDIE instructional design model (Analyze, Design, Develop, Implement, Evaluate) for course development. This includes learning the components of a front-end analysis, best practices in designing and developing in-person instructor-led courses, and methodologies for evaluating learning. In addition, the Program will touch on project planning and sustaining the course materials, extending the ADDIE acronym to “PADDIES”. The Program will incorporate the unique attributes of training for emergency managers, first responders, and their whole community partners. Participants will walk away with a Personal Learning Plan to support their continued professional development. An additional outcome of the Program is to strengthen relationships among cohort members for ongoing peer support and learning.

Program Approach: This is a Performance-Level program. Participants will engage in four instructor-led Sessions over a 4-week period, and immediately apply the skills and knowledge through assignments to work on an actual course development project. At the end of the Program, participants will have components of a course developed or updated, and the knowledge to complete their course project upon conclusion of the Program. Classes will be delivered as a combination of in-person and virtual, as described in the proposal.

Target Audience: Program participants will be experienced emergency management instructors, including staff from local and regional offices of emergency management, as well as emergency management staff from other sectors (transportation, healthcare, public health, law enforcement, Fire/Rescue, etc.). Participants will be drawn primarily from the current instructor cadre who serve as instructors for both ICS courses and regionally and locally designed courses. There will be a maximum of 16 participants who must attend all non-optional Sessions, as each Session builds on the prior Session.

  • Session 1, in-person: April 16 from 8:30 to 4:00 in Fairfax County

  • Session 2, virtual: April 22 from 8:30 to 12:00 

  • Session 3, virtual: April 29 from 8:30 to 12:00

  • Session 4, in-person:  May 15 from 8:30 to 4:00 in Fairfax County
