Overview:

The purpose of this Request for Proposal (RFP) is to solicit proposals to establish contract(s) to develop and test a web-based system for electronically registering individuals to receive prophylactic medications in the event of a biological attack in the National Capitol Region.

 

It is the Northern Virginia Hospital Alliance (NVHA)/Northern Virginia Emergency Response System (NVERS)’s desire to award one contract to a vendor who can provide a secure application representing multiple jurisdictions and organizations that is accessible to the general public.

 

Please note that NVHA/NVERS will have the right to review any software/services (including software-based applications) being proposed and refuse any that are not in line with the RFP.

 

The goal of this RFP is to identify a vendor that will work within the bounds of government and grant restrictions, including cross-jurisdictional policies, and that can address the varying information technology security measures required by multiple agencies. For the purposes of this RFP, Vendor (or Bidder or Offerer) shall mean any entity that submits a proposal in response to this RFP.

 

Timely proposals received in response to this RFP will be evaluated by the Automated Medical Countermeasures Screening Project (AMCSP) Steering Committee. Once the proposals have been evaluated, NVHA/NVERS will process the award according to their appropriate policies. Although it is their intent to hire a software developer, NVHA/NVERS may determine that no award is warranted at this time. NVHA/NVERS may, at its sole discretion, make one award, multiple awards, or none at all.

 

The expectation is that this effort will result in the establishment of a contract that will provide the means to satisfy the majority of the AMCSP’s immediate and future software/services needs through one or more contract(s).

 

Alliances among Vendors are acceptable to meet the requirements of this procurement; however, NVHA/NVERS is interested in simplifying processes by having a single point of contact wherever possible.

 

Section 5 sets forth the service/solution detailed requirements. NVHA/NVERS reserves the right to adjust the requirements or scope of this RFP. In the event that any modifications become necessary, an amendment to this RFP will be posted Monday, August 10, 2015 and both parties have ten (10) days to agree or modify the requirements.
