Introduction
Applications are now being accepted for a UASI Regional Planner. This is a temporary position that is funded through the Urban Area Security Initiative (UASI) Grant and is managed by the Prince William County Emergency Services Manager.  The incumbent will assist in both local and regional planning efforts on behalf of the County.  Responsibilities include developing, writing and updating local emergency plans, policies, procedures, processes and supporting documents. Additionally the incumbent will serve on regional planning committees and working groups representing the County and the National Capital Region (NCR) for the betterment of regional collaboration.

Salary: $60.00/hr

General Definition of Work, Typical tasks, Knowledge, Skills and Abilities
GENERAL DEFINITION OF WORK, TYPICAL TASKS, KNOWLEDGE, SKILLS AND ABILITIES:
The UASI Regional Planner will:

  • Attend NCR Regional Planner meetings;
  • Participate in the development of NCR regional planning products;
  • Continue to develop and coordinate plans among NCR partners and ensure a region-wide training and exercise program to strengthen prevention, preparedness, response, and recovery efforts from all-hazards events.
  • Attend the NCR Regional Planner Subcommittee meetings to include; Resource Management, Regional Pandemic Influenza/H1N1, Regional Evacuation, Strategic National Stockpile and Regional Hazard Mitigation;
  • Assist in the development of plans, procedures, checklists, guides and job aids for preparedness, response, recovery and disaster mitigation for the County to include; Pet Sheltering, Donations Management, Alternate Care Facility, Family Assistance Center, Special Medical Needs Sheltering and any additional regional templates developed;
  • Assist in conducting and reviewing the County Hazard Vulnerability Analysis and updating the County Hazard Mitigation Plan.

Knowledge Skills and Abilities include:
General knowledge and experience in emergency planning and an all-hazard emergency management program.  Ability to interface with multiple jurisdictional emergency management departments.  Ability to develop, write, coordinate, manage, implement and update disaster plans to produce an accurate final document. Ability to organize large complex plans electronically and to complete complicated multifaceted plans from the initial development to the final implementation. Ability to use a computer to access, create, enter and retrieve information.  Ability to manage time, complete assignments and apply consistently sound judgment.

Education and Experience
Master's degree in Emergency Management, Homeland Security, Planning or related field with 1-3 years of experience in emergency management or a Bachelor's degree in Emergency Management, Homeland Security, Planning or a related field with 2- 4 years of experience in emergency management. Must have experience in emergency planning and familiarity with regional and state planning guidelines.

Special Requirements
Must possess a valid driver's license and a safe driving record. Must pass DMV and criminal history check. Must pass background investigation. Applicant must satisfy all other training requirements duly established by assigned supervisor.
